Friedrich Merz, likely future German Chancellor, announced a "whatever it costs" approach to defense spending. An agreement was reached to exempt defense spending exceeding 1% of GDP from debt limits. A legislative package to increase defense spending, invest in infrastructure, and alleviate Länder finances, including a €500 billion infrastructure fund, will be debated in the Bundestag.
